GRANGE  MEETING 

Mattapoisett  Grange  held  its  bi-monthly  meetin 
Thursday  night.    Invitations  were  received  from 
O-Ne-Set  Grange  to  visit  with  them  Monday 
night,  June  14th,  and  Acushnet  Grange  for  June 
15th.    Pomona  officers  will  fill  the  chairs  at 
the  next  meeting  of  Mattapoisett  Grange,  June 
17th,  with  Mr.  and  Mrs.  Leonard  Randall  as 
hosts . 

The  worthy  chaplain,  Rebecca  Downing,  con- 
ducted the  Memorial  Service,  assisted  by  the 
three  Graces,  Jennie  Toolis,  Ada  Furtado  and 
Ruby  Barber,  who  read  poems.   A  poem  also  was 
given  by  Earle  Wilson  and  soloist  was  Norman 
Roylance,  accompanied  at  the  piano  by  Walter 
Caswell.   As  "Flora"  placed  the  flowers  on  the 
altar  the  names  of  John  F.  Denham,  Ethel  Sher- 
man, Frederick  Manning,  Ralph  Dunn  and  Ger- 
trude Rowland  were  read  from  the  records  by  the 
secretary,  Ruth  Shaw. 

Mrs.  Barber  reported  on  the  trees  planted,  one 
in  Shipyard  Park  and  one  on  the  Grange  grounds 
by  John  Denham. 

Cupcakes  and  brownies  were  sold  from  the  Hom< 
and  Community  Service  table.    Happy  Birthday 
was  sung  to  Mary  Costa  and  Walter  Vaughn. 

Election  of  officers  for  1966  was  held  and  those 
elected  to  serve  are  the  following:   Mildred  Le 
Baron,  master;  Barry  Denham,  overseer;  Otto 
Kellish,  steward;  William  Hinckley,  assistant 
steward;  Rebecca  Downing,  chaplain;  Lemuel

shrubs  at  the  entrance,  which  were  donated  by 
Hilltop  Friendship  Circle,  the  women's  group, 
as  a  tribute  to  the  memory  of  Mr.  and  Mrs.  Hil- 
ler.  Mrs.  Helen  Winslow  decorated  the  pulpit 
area  with  Spring  flowers.    Mr.  Wilson  has  been 
with  the  Meeting  over  fifty  years,  so  he  was 
well  fitted  to  speak  on  the  important,  yet  al- 
ways simple  and  unostentatious  services  of  Mr. 
and  Mrs.  Hiller.    He  referred  to  the  huge  bags 
of  popcorn,  which  Mr.  Hiller  arose  early  to  pop; 
his  transportation  of  the  pupils,  and  also  trans- 
porting and  furnishing  goodies  on  such  special 
occasions  as  picnics  and  Christmas  parties. 

Mrs.  Hiller  was  an  accomplished  musician, 
and  she  served  as  organist  many  years.  She 
took  special  pleasure  in  teaching  hymns  to 
children,  and  one  of  these,  "In  My  Heart  There 
Rings  a  Melody",  was  sung  by  the  congregation. 
Mr.  Hiller1  s  favorite  Psalm,  the  91st,  was  read, 
as  well  as  Proverbs  Chapter  31,  which  Mr.  Wil- 
son considered  appropriate  to  a  woman  of  Mrs . 
Hiller' s  attainments.   In  the  congregation  were 
Mrs.  Ruth  Martocci,  daughter  of  Mr.  and  Mrs. 
Hiller,  and  her  husband,  Mr.  Frank  Martocci. 
There  were  guests  from  New  Jersey,  Florida  and 
New  Hampshire.    Mr.  Benson,  a  former  East

Mattapoisett  resident,  now  of  New  Jersey,  took 
several  moving  pictures,  following  the  service. 

Included  in  the  17  Hilltop  Friendship  Circle 
members  present,  were  the  two  women  who  have 
served  as  president,  Mrs.  Marian  S.  Hatton  and 
Mrs .  Ruth  W .  Shaw . 

This  group  was  organized  February  10,  1960. 
Mrs.  Hatton  served  as  president  until  May,  1963, 
when  she  moved  to  East  Washington,  New  Hamp- 
shire, following  the  death  of  her  father,  Albert 
Hiller.   She  was  succeeded  by  Mrs.  Shaw,  the 
present  president.    Mrs.  Cynthia  Power  is  treas- 
urer; Mrs.  Edna  L.  Borden  is  secretary;  and  Mrs. 
Marjorie  H.  Wilson  is  chaplain. 

Mrs.  Hatton  officiated  Sunday  as  organist  and 
soloist,  bringing  the  remark  from  Mr.  Wilson 
that  it  seemed  "like  old  times". 

Included  in  the  membership  of  Hilltop  Friend- 
ship Circle  are  two  overseers  of  the  New  Bed- 
ford Monthly  Meeting,  Mrs.  Dorothea  LeBaron 
of  Mattapoisett,  and  Mrs.  Edna  L.  Borden  of

\  VITAL  MATTAPOISETT  CHOICE 

The  Zoning  Plan  which  will  be  brought  to  a  vote 
at  the  special  Town  Meeting  in  Mattapoisett  on 
Monday,  June  14th,  could  mark  a  turning  point 
ior  the  town.   In  this  proposal,  the  residents  of 
ihe  town  are  asked  to  relinquish  control  over 
:heir  homes,  land  and  businesses  and  to  place 
-.hemselves  under  detailed  regulation  of  a  set  of 
zoning  by-laws..   The  change  is  from  personal  to 
collective  rule  and  as  such  it  is  one  of  major  im- 
pact.   To  make  such  a  step,  we  should  be  con- 
zinced  that  any  and  all  regulations  that  the  town 
nay  adopt  have  been  most  carefully  designed  so 
:hat  our  people  can  live  with  them  with  the  least 
egret.   We  must  be  certain  that  any  such  laws 
are  necessary  and  in  the  best  interest  of  our 
people.    This  is  the  most  important  decision  ever

mittee.  New  developments  of  homes  have  been 
attractive  and  of  high  standards  -  guided  by  lo- 
cal builders  of  taste  and  pride. 

Because  of  the  character  of  the  people,  the  lo- 
cation and  the  charm  of  the  village  our  town  has 
attracted  new  families  who  want  the  kind  of  life 
that  is  here.    The  town  is  growing  and  the  growt 
promises  to  accelerate.   We  are  now  asked  to 
consider  control  of  all  property.   While  we  shou! 
take  care  to  maintain  the  character  and  the  beaui 
of  the  town,  we  should  not  rush  ourselves  into 
any  set  of  regulation  which  could  be  a  tragic, 
unnecessary  burden  for  the  future  residents. 
The  wrong  laws  could  do  irreparable  harm  be- 
cause, once  on  the  books,  they  are  impossible 
to  erase  and  hard  to  rectify. 

On  May  17th,  the  Planning  Board  held  a  hear- 
ing on  the  proposed  zoning  proposition.   At  that 
time,  a  number  of  responsible  residents  attend- 
ed to  comment  and  to  offer  constructive  sug- 
gestions.  It  became  apparent  at  that  hearing 
that  the  Zoning  Plan  was  a  stock  item.   It  was 
not  designed  for  this  town.   It  is  a  general  col- 
lection of  regulations  and  only  the  addition  of  a 
map  of  Mattapoisett  made  it  have  any  relation 
to  our  town.   While  many  of  these  laws  might  be 
applied  to  Mattapoisett,  if  needed,  others  pro- 
mised nothing  but  harassment  for  both  home  own-

the  zoning  map  seemed  to  be  designed  to  halt 
the  growth  of  Mattapoisett. 

The  area  off  North  Street  which  is  set  aside 
for  light  industry  has  for  its  heart  the  town  dump. 
Any  person  familiar  with  the  terrain  surrounding 
the  dump  knows  that  it  is  a  swamp  of  muck  and 
water.   A  more  unsuitable  spot  for  industrial 
foundations  could  not  be  found  anywhere  in  the 
town.    Under  questioning,  the  spokesman  for 
the  zoning  plan  admitted  to  the  opinion  that 
'Mattapoisett  is  no  place  for  industry".  It  be- 
came clear  that  the  site  had  been  selected  to 
prohibit  industry  from  building  here.   It  will  do 
this  very  effectively.    Those  who  regard  light 
industry  as  a  desirable  source  of  jobs  and  tax 
income  may  well  wonder  at  this  device  to  shut 
out  all  possibility  of  this  kind  of  development. 

Many  businessmen  expressed  concern,  at  the 
hearing,  with  the  very  limited  business  zones 
as  set  up  to  be  part  of  this  proposed  zoning  law. 
This  is  important  because  it  means  the  difference 
between  economic  development  or  economic  stag-

ness  location.    It  is  the  worst  kind  of  planning 
according  to  the  chairman  of  the  Mattapoisett 
Planning  Board  who  stated,  "good  business  de- 
velopment does  not  take  place  along  the  high- 
way" .    However,  businessman  Burr  knows  that 
successful  business  locates  where  the  custo- 
mers go  by  -  on  Route  6 .  Planner  Burr  can  advo- 
cate the  elimination  of  business  on  Route  6  in 
Mattapoisett.    Businessman  Burr  built  where  he 
can  attract  the  most  new  customers,  on  Route 
6  in  Marion  -  both  at  the  same  time . 

In  Mattapoisett,  business  development  has 
be  equally  realistic.    Like  Burr  Boatyard,  Mat- 
tapoisett businessmen  have  located  where  the 
customers  go  by.    Perhaps  boundaries  should 
now  be  drawn  but  we  must  be  certain  that  they 
are  adequate,  fair  and  realistic.    Business  will 
go  where  it  is  wanted.    Most  towns  welcome 
business  and  go  our  of  their  way  to  attract  new 
business.   Should  we  adopt  a  law  that  will  make 
Mattapoisett  an  impossible  place  for  a  business 
to  locate?  We  can  do  it.   All  we  have  to  do  is 
zone  boundaries  so  tight  that  land  prices  will  be 
out  of  reach,  and  prevent  business  from  locating 
near  the  traffic.   All  we  have  to  do  is  adopt  a  lav; 
placing  dozens  of  existing  businesses  in  an  arti- 
ficial residential  zone  so  that  they  can  be  con- 
trolled and  harassed.   The  zoning  laws,  as  pre- 
sented, would  cut  the  existing  business  district 
to  less  than  half  its  length.   At  the  same  time, 
it  is  represented  as  a  plan  for  the  future  in  a 
rapidly  growing  town.   We  drive  out  our  business 
men  at  direct  peril  to  the  tax  rate .    Make  it  hard 
for  businessmen  here  and  they  will  find  a  spot 
in  the  next  town  -  probably  on  Route  6. 

The  proposed  zoning  law  would  be  used  as  a 
weapon  in  still  another  sector.   Swamp  land  has 
been  set  aside  for  light  industry  in  order  to  keep 
industry  away.   Other  swamp  land,  equally  un- 


nation  for  the  town.   The  business  zones,  as 
drawn  for  this  proposed  law,  set  up  boundaries 
which  are  unrealistic  for  our  future  and  penalize 
the  many  business  people  who  have  been  operat- 
ing here  for  years.    The  business  sections  de- 
signated on  the  map  are  meaningless  because: 
1,  no  investigation  has  been  undertaken  to  de- 
termine if  the  areas  marked  for  business  are 
available;  2,  because  the  severe  limitation  of 
the  business  districts  would  drive  land  prices 
out  of  reach  and  3,  because  they  ignore  a  basic 
rule  of  commerce.    To  illustrate  this  last  point, 
a  new  place  of  business  opened  this  Spring  in 
Marion.    In  that  town,  Burr  Boatyard  is  ideally 
located  (from  the  Master  Planners  viewpoint). 
It  is  off  Route  6  and  yet  is  close  enough  to  the 
highway  for  easy  access  of  customers.  This 
Spring,  Burr  Boatyard  opened  a  new  store  which 
the  proposed  zoning  law  would  make  difficult  or 
impossible  in  Mattapoisett.    The  new  store  is 
on  Route  6.   It  might  be  termed  an  eyesore  by 
those  who  are  offended  by  the  sight  of  boats 
and  it  might  be  a  traffic  hazard  because  of  the 
customers  who  will  enter  and  leave.    The  best 
thing  you  can  say  for  it  is  that  is  an  ideal  busi-

(Rl)  requiring  20,000  square  feet  of  lot  size. 
This  large  lot  size  does  not  indicate  that  the 
land  is  good  to  build  on  or  even  fit  to  build  on. 
It  is  meant  as  another  prohibition.   The  zoning 
law  seems  to  prohibit  industry,  curtail  business 
and  finally  would  be  employed  to  prohibit  or  cur- 
tail the  building  of  homes.   Building  on  undrain- 
able  swamp  land  could  be  prevented. honestly , 
in  the  open,  by  our  Board  of  Health.   Why  should 
we  have  to  employ  this  undercover  way  to  ac- 
complish the  same  result?    Let's  be  honest.  If 
the  land  can't  be  drained  it  is  unfit  for  building. 
Why  hide  the  truth  under  a  mass  of  regulations 
that  will  apply  not  only  to  swamps  but  to  all 
(Rl)  areas  as  well?    The  people  of  this  town  are 
intelligent  and  have  successfully  managed  their 
own  property  for  over  100  years.    They  are  not 
suddenly  mentally  incompetent  in  the  year  1965. 
When  it  is  necessary  to  guide  and  control,  we 
should  do  what  we  have  to  do  but  we  don't  want 
to  be  deceived  . 
The  only  motive  that  most  of  us  have  in  this

zoning  law  was  not  designed  for  Mattapoisett  but 
is  a  standard  form  taken  off  the  shelf  of  some 
bureaucrat.   It  is  presented  to  us  with  no  real 
application  for  our  town.   We  should  reject  pro- 
posed laws  which  are  intended  not  as  a  reason- 
able guide  but  which  are,  in  fact,  unwarranted, 
unnecessary  control  over  our  affairs.    This  parti- 
cular law  would  not  regulate  growth  so  much  as 
it  would  strangle  it.   If  we  should  adopt  this

zoning  plan,  we  may  well  create  more  problems 
than  we  have  ever  faced  before . 

Mattapoisett  has  regulated  lot  sizes.   We  hav< 
increased  this  size.   We  have  a  trailer  regu- 
lation.   There  is  now  indication  that  we  should 
move  to  increase  our  regulation  of  the  town's 
growth.   We  should,  however,  do  this  with  ex- 
treme care.   There  is  nothing  worse  than  a  bad 
set  of  laws  that  so  poorly  fits  the  needs  of  the 
town  that  it  requires  constant  application  to  the 
Board  of  Appeals.   Every  suggestion,  at  the  zon' 
ing  hearing,  was  countered  by  a  standard  reply, 
"you  can  take  it  to  the  Board  of  Appeals" .   If  the 
proposed  law  was  a  workable  one,  then  the  Boar 
of  Appeals  should  have  a  minimum  of  applica- 
tions.   Should  this  zoning  plan  be  made  law, 
there  is  every  indication  that  they  will  be  swam} 
with  appeals . 

This  zoning  proposition,in  its  present  form,  is  a 
thing  to  be  considered  with  extreme  care.   It  is 
the  most  far  reaching  regulation  ever  presented 
to  this  town.    If  adopted,  it  could  change  the 
nature  of  Mattapoisett  for  all  time. 

If  the  town  rejects  this  particular  zoning  pro- 
posal, there  will  be  ample  time  to  design  such 
zoning  as  the  town  needs  -  specifically  for  Mat 
tapoisett.    The  Mattapoisett  Selectmen  could 
be  requested  to  form  a  committee  of  Mattapoi- 
sett residents  and  businessmen  to  investigate 
our  problems  and  design  such  tailor  made  zon- 
ing as  needed  to  guide  Mattapoisett' s  growth  - 
not  stop  it.   This  might  be  done  and  presented 
to  the  townspeople  at  the  next  regular  town 
meeting.

GYM  MEET  AT  HIGH  SCHOOL 

Fifty-eight  7th  and  8th  graders  participated  in 
an  eight  event  gymnastic  meet  recently  at  the  Old 
Rochester  Regional  High  School.    The  girls  could 
sign  up  for  as  many  events  as  they  wished. 
They  were  responsible  for  several  skills  under 
the  eight  events.    The  participants  were  judged 
on  a  5,4,3,2  and  1  basis.   First,  second  and 
third  place  ribbons  were  given  for  each  event. 
The  official  scorers  were  Nancy  Monteiro,  Cheryl 
Heath,  Marion  Gibbs,  Nancy  Swanson  and  Gracia 
Hillman.

LOCAL  RESIDENT  RECEIVES  DEGREE  FROM  BROWI^ 

Brown  University  awarded  degrees  to  731  senioi 
at  the  university's  197th  annual  commencement 
on  Monday,  June  7th. 

The  graduates  included  517  men  from  the  Col- 
lege and  214  women  from  Pembroke,  Brown's 
coordinate  college  for  women. 

In  keeping  with  a  tradition  nearly  200  years 
old,  the  graduating  classes  marched  down  Col- 
lege Hill  with  alumni  and  faculty  members  for 
commencement  exercises  in  the  First  Baptist 
Meeting  House,  the  oldest  Baptist  church  in 
America .   They  then  marched  back  to  the  Col- 
lege Green  for  the  awarding  of  degrees. 

The  commencement  ceremony  marked  the  end 
of  a  year-long  celebration  of  Brown' s  bicen- 
tennial.   The  university,  which  is  the  nation's 
seventh  oldest,  was  founded  in  1764. 

A  student  from  the  local  area  who  received  his 
degree  was  Bruce  A.  Pehrson  of  75  North  Street, 
Mattapoisett.   A  graduate  of  Highland  Falls 
High  School  in  Highland  Falls,  New  York,  he

received  the  Bachelor  of  Arts  degree  in  history. 
While  at  Brown,  he  was  a  member  of  the  Uni- 
versity Christian  Association,  was  elected  to 
the  1965  Class  Cabinet,  and  was  a  member  of 
Brown  Youth  Guidance,  a  service  organization 
working  with  underprivileged  youth  in  the  Provi- 
dence area . 

MARINE  MILITARY  ACADEMY 
HARLINGEN ,  TEXAS 

The  nation' s  first  private  school  to  be  created 
on  the  principles  and  traditions  of  the  U.S.  Ma- 
rine Corps- -the  Marine  Military  Academy — will 
open  for  classes  at  Harlingen  in  September,  1965 

The  announcement  of  opening  was  made  by  Gen- 
eral Vernon  E.  Megee,  USMC  (Ret),  Academy 
president.   Applications  for  enrollment  are  being 
accepted  now,  General  Megee  said. 

Situated  on  a  140-acre  campus  in  this  near 
tropical  Rio  Grande  Valley  City,  the  Academy 
offers  high  school  level  education  in  grades  9 
through  1 2 .    The  curriculum  will  be  that  of  a 
basic  college  preparatory  course  with  the  added 
military  and  physical  training  that  is  traditional 
to  the  Marine  Corps. 

Although  the  non-profit  school  has  no  official 
government  sponsorhip  or  connection,  it  has  re- 
ceived commendation  and  endorsement  from  many 
high  military  and  government  leaders . 

The  staff  and  faculty  will  be  composed  pre- 
dominately of  former  Marines  with  outstanding 
academic  qualifications.    Dr.  William  D.  Mas- 
ters, Lt.  Colonel,  USMC  (Ret),  presently  princi- 
pal of  Canton,  Illinois  High  School,  has  been 
selected  as  academic  head. 

Serving  on  the  Academy's  advisory  board  are 
many  nationally  prominent  people .  Included 
among  them  are  Admiral  Arleigh  Burke,  USN 
(Ret) ,  Former  Chief  of  Naval  Operations;  Gener- 
al Mark  Clark,  USA  (Ret),  now  president  of 
The  Citadel;  General  Clifton  B.  Cates,  USMC 
(Ret),  former  commandant  of  the  U.  S.  Marine 
Corps;  Brig.  General  R.  E.  Shell,  USMC  (Ret), 
president  of  Virginia  Military  Institute;  General 
Robert  W.  Harper,  USAF  (Ret);  General  E.  A.

patriotism",  he  added. 

The  school  is  opening  with  27  modern  air 
conditioned  buildings  erected  at  an  original 
cost  of  $3,000,000  and  adequate  to  serve  a 
student  body  of  900.
